O impacto do Fundo Constitucional de Financiamento do Norte (FNO) no desenvolvimento regional

Abstract

The study analyzes the impact of the Constitutional Financing Fund for the North (FNO) on the regional development of Amapá between 2021 and 2024, correlating contracted credit with indicators such as GDP and GVA. The results show a sharp decline in contracting after 2021, concentration in infrastructure and large beneficiaries, and the absence of a statistically significant correlation between the FNO and the analyzed economic sectors. The research, using a quantitative and descriptive-exploratory approach, utilized data from BASA, IBGE, and SEPLAN, processed in JAMOVI. The FNO recorded an overall execution of 53.7%, with 61.4% of the resources allocated to infrastructure and only 15% to small entrepreneurs and MEIs. Amapá's GDP grew during the period, but without conclusive evidence of a direct relationship with the fund's contracting. It concludes that the FNO is relevant for sustaining credit in the local economy, but its current configuration limits its potential for structural transformation and for inducing regional development in the state
